does not recommend that the appointment of Dr. Hunter be made permanent. The Checker of Health should be transferred from the Straits early in this year and engaged for Hong Kong. I think it won't take them long to get used to the new post, and the initial salary in the starting scheme (ASTO) of this office is not much different from that in the Straits.
It is improper to rob the Straits medical school for the benefit of Hong Kong.
I think it might be good to keep Dr. Hunter or engage another capable person. The letter on file implies that if Dr. Hunter is retained permanently, the report on his services has been satisfactory. It appears that his services have been to our satisfaction.
